I like this high schooler, but I don't know how to start a conversation w/ him. Help!?

This guy is one of those "pretty boys." He talks to me sometimes, but not very often. I want to start a conversation w/ him, but I'm afraid he'll just ignore me. I need to know when and how to ask him out.
