Why are these welfare moms allowed to buy formula.......?

...if most of them don't have problems feeding anyway? Formula is EXPENSIVE and I'm curious as to why food-stamp moms get a choice, if they are able to feed anyway? I worked at a grocery store and the young mami-chulas would come in and sometimes we would get to chatting before they took out their WIC or EBT..and they would tell me, when buying formula.."Oh I just didn't feel like feeding". Nice..considering a bottle of formula can cost around $20 and last only half a week.
