Do you think that it's discriminatory to make employees cover up visible tattoos?

well your argument goes both ways. your tattoo is a life style and no, no one can change your lifestyle, but you can change your job. yes, an employer can ask you to cover your tattoo up if it's distracting others from doing their job or if someone finds it offensive (some people consider the idea of tattoos offensive).
